The Royal Government of Bhutan (RGoB) is committed to protecting, promoting, and upholding the rights of women, ensuring gender justice and women’s empowerment, within the framework of international conventions, national policies including the National Plan of Action for Gender (NPAG) and gender-responsive programmes.Gender-responsive planning and budgeting will be implemented to address visible gender gaps in the areas of education (tertiary and vocational levels), employment (female unemployment), governance and decision-making (women’s low participation rate), and gender-based violence (violence against women and girls).

Moreover, the RGoB is mandated to conduct gender mainstreaming while formulating the 11th FYP (2013-18) and to strengthen the collection of sex-disaggregated data to better inform policy analysis and programming in the country.

Project outline

Gender mainstreaming and Women’s Empowerment in Bhutan:

Enhance the capacity of the Royal Bhutan Police, Department of Immigration, Department of Revenue and Custom, Royal Court of justice, Ministry of Home and Cultural affairs and Office of Attorney General on the concepts, causes, consequences of trafficking in person TIP and its responses on how Gender Mainstreaming efforts could be strengthened in the 11th Plan.

Women’s empowerment through involvement of men and Community Based Support Systems: 
Despite achievements on gender mainstreaming gender gaps are apparent in key areas such as education, national economy and political participation. Therefore, while the country remains on track towards achieving the third MDG of promoting gender equality and women’s empowerment, there are significant challenges that need to be addressed including low levels of female participation in political, high public offices and the reality of domestic violence prevalent in many households amongst others.

In partnership with RENEW, UNDP ensures the elimination of Violence Against Women and children in Bhutan.

Gender Responsive Planning and Budgeting:
Joint efforts have ensured the formation of a Gender Responsive Planning Budgeting Working Group and the Gender mainstreaming and Gender Responsive Planning and Budgeting Framework has been endorsed. The project has strived to achieve that RGOB high level officials (Ministers, Secretaries, Parliament and the like) are informed of what gender responsive planning and budgeting is.  As outcomes of this hard work, a Gender Responsive Planning and Budgeting Manual was developed, and tested in selected sectors. The RGoB has also indicated that the Gender Responsive Budget Statement will be endorsed and used by the RGOB in the 11th FYP (2013-2018).
